The seminar on Safe and Resilient Health Facilities and Infrastructure was conducted as a thematic session at the 2nd ASEAN Academic Conference on Disaster Health Management (2nd AAC on DHM) on October 17, 2023. This seminar comprised two sessions aimed at sharing innovative scientific insights on Disaster Health Management (DHM) and strengthening networks among researchers/academics, medical practitioners, and policymakers.

The Pre-Conference Seminar began with remarks from Prof. Yodi Mahendradhata, Dean of the Faculty of Medicine, Public Health, and Nursing of Universitas Gadjah Mada, and Dr. Sumarjaya, Head of the Health Crisis Management Center of the Indonesian Ministry of Health. Prof. Yodi expressed his support for DHM activities, highlighted that FK-KMK UGM, as Indonesia’s National Focal Point (NFP) for the ASEAN Academic Network on DHM (AANDHM), prioritizes integrating the WHO Safe Hospital Concept with the Sendai Framework and organizes seminars/workshops on Safe Hospitals, to carry out its duties as NFP.
The first session was themed “Integration of WHO Safe Hospital Concepts in Relation to the Sendai Framework”. This session was held in a hybrid session with speakers Mr. Yanick Michaud-Marcotte (United Nations Office for Disaster Risk Reduction, UNDRR), Dr. Hari Kumar (WHO SEARO), and Dr. Hendro Wartatmo, Sp-KBD (Indonesia).

The second session featured a discussion on sharing experiences and knowledge among ASEAN countries, with speakers from Indonesia, Malaysia, the Philippines, and Thailand. These countries were selected through a scientific rapid review by the Host Country. Representatives from each country shared insights on strengthening emergency and disaster management in hospitals, followed by an active panel discussion. After the discussion and plaque presentation, participants proceeded to an observation tour at UGM.

Doc. AIDHM. Inauguration session of the AIDHM
Participants attended the inauguration session of the ASEAN Institute for Disaster Health Management (AIDHM) at the Auditorium of FK-KMK UGM. AIDHM, endorsed by all ASEAN countries, has Indonesia as the host country for its Secretariat, which is located in the “Litbang” Building of FK-KMK UGM through a collaboration between the Ministry of Health and FK-KMK UGM. The Secretariat’s role is to manage and support activities related to enhancing academic knowledge on disaster health management in the ASEAN region.
Following the inauguration, participants took part in an observation tour of the AIDHM Secretariat, FK-KMK UGM’s Disaster Task Force Room, InaHealth Broadcast Room, and the FK-KMK UGM Auditorium. They actively engaged by asking questions at each stop. The tour concluded with a group photo at the Tahir Building and a welcoming dinner.

The 2nd ASEAN Academic Conference on Disaster Health Management (2nd AAC on DHM) aimed at sharing knowledge, providing innovative scientific insights on DHM, and strengthening networks among policymakers, medical practitioners, and researchers/academics, with the opening by Prof. dr. Yodi Mahendradhata, M.Sc., Ph.D., FRSPH, Dean of FK-KMK UGM, Kunta Wibawa Dasa Nugraha, S.E., MA., Ph.D, Secretary General of the Ministry of Health RI, and Flt. Lt. dr. Atchariya Pangma, MPH, Chair of the Steering Committee for ASEAN Academic Network on DHM (SC/AANDHM).

The keynote lecture by Donald A. Donahue, DHEd, MBA, MSJ, FACHE, FRSPH, President of the World Association for Disaster and Emergency Medicine (WADEM), titled “Defining the Discipline: Advancing Disaster Health Management in a Changing World,” emphasized global integration through regional chapters, collaboration, scientific activities, information sharing, and advocacy, advocating for a renewed culture in global health and healthcare leadership involving all stakeholders and interdisciplinary advocacy, with coordinated, calibrated, and comprehensive goals between WADEM and AANDHM.
Doc. AIDHM. Keynote Lecture session: Advancing Disaster Health Management in a Changing World
The first session on “Disaster and Public Health,” navigated by Dr. Datu Respatika, Ph.D., Sp.M (Indonesia) as the moderator, aimed to identify potential public health activities in DHM by sharing actual public health case practices during disaster response and applicable DHM knowledge/experience in public health emergencies.

The second session, themed “Human Development and Education for DHM” and moderated by Dr. Phumin Silapunt (Thailand), aimed to share experiences in DHM education/training development, identify issues and challenges, and discuss necessary strategies for improving DHM education/training, with presentations from Indonesia’s Prof. Dr. Yodi Mahendradhata on “The Introduction of the DHM Curriculum in Pre-Service Education and Future Challenges and Strategies” and Dr. Ina Agustina Isturini on “Health Reserve Workforce System (Surge Capacity System Including EMT Regional)”.

The third session on “EMT Development,” led by Mr. Souheil Reaiche (Technical Officer, EMT Health Emergencies Programme WHO HQ), aimed to share experiences and challenges in EMT development across countries and identify knowledge and actions applicable to other ASEAN Member States (AMS), featuring Indonesia’s Prof. Dr. Yahdiana Harahap from the University of Defense presenting on “The Strategies for EMT Development in ASEAN”.
